There are millions of pensioners in India, those who have retired either from Central Govt., State Govt., PSUs, Defence or any other Govt. organization.
Every year, in November, all these pensioners have to furnish "life certificate" to the authority that disburses their pension. This is a mandatory requirement to enable the pension disbursing agency to continue with unhindered payment of pension.
Presently, in order to get this life certificate, the pensioners have to either (a) personally present themselves before the Pension Disbursing Agency or (b) have the Life Certificate issued by authority where they have served earlier and deliver it to the disbursing agency.
Past experience shows that many pensioners face great difficulty in complying with this condition; especially those who have become too old and/or are infirm. Also, after retirement many move to different locations, which creates logistical problems in coordinating with the agency concerned and accessing their pension.
Therefore, Govt. has introduced the concept of a "digital" life certificate, called Jeevan Pramaan, which is biometric-enabled and computer-generated. It aims to do away with the pensioner's physical presence / co-ordination with the agency concerned, year after year.
The process of how you can obtain Jeevan Praman, the digital pensioner's life certificate... and updating it... is detailed below.
Step 1: Enrollment
You can enroll yourself either on your own using your computer (if you have internet connection and a biometric device) or visit the nearest Customer Facilitiation or Jeevan Praman Centre (you can locate the same on the website https://jeevanpramaan.gov.in or via an SMS). The details required for enrollment include mainly your Aadhaar No., Pension Payment Order No., Bank Account No., Bank name, Mobile Number and Address.
Step 2: Authentication
Either your fingerprint or your Iris would be scanned, which will authenticate your details using the Aadhaar platform.
Step 3: Issuance
On successful authentication of your biometrics, you are issued a Jeevan Pramaan Certificate ID through an SMS on your mobile. The certificate is stored in the central Life Certificate Repository database.
Step 4: Access
You can download your life certificate from the Jeevan Pramaan website using either the Jeevan Pramaan ID or Aadhaar No.
Step 5 : Submission
Thereafter, you can "electronically" submit the life certificate to the pension disbursing agency. Alternatively, even the pension disbursing agency can access the same from Jeevan Pramaan website.

For updating the life certificate every year, all you have to do is to re-authentic your biometrics. This can again be done from the comfort of your home or by visiting any of the Customer Facilitation Centres.
